Issues for Eagle Candidates

- Eagle Service Project - An Eagle Service Project should be of significant magnitude and that it be special. It is expected that the project is a learning process and the scout should be stretched to achieve a positive and lasting result. A clear demonstration of service to others and leadership is crucial.
- Life to Eagle Packet - Use the Life to Eagle Packet as the original. Do not substitute or submit copies. The original packet and original signatures are to be submitted at the Eagle Board of Review.
- Project Hours - Written documentation of hours spent is advised. All hours spent by the candidate, parents and other adults in discussion of a specific project, whether or not it was actually done, count toward the total time. Total hours for Aquila Eagle Projects range from the low 100 hours to over 400 hours with the average around 180 hours.
- Approvals - Once the project is approved (all signatures are secured) the candidate may only then proceed to carry out the project. Work done prior to receipt of all signatures will be disallowed.
- Original and Detailed Planning - The project must be the candidates project and he must take full ownership of it. Adults are expected to assist only when necessary. Projects with high adult labor content are at risk of not being accepted. Adults must not do work that the candidate or his peers are capable of doing on his or their own.
- Change in Scope - A project's scope may change during the execution phase due to unforeseen and uncontrolled factors. Any change reducing the magnitude of the project need be communicated at least to his scout leader. It is in the scout's best interest to get a written OK from District on such changes.
- Leadership Position - Leadership positions such as Guide, Librarian, Den Chief etc. where routine duties are not required for the troop to operate, may require the candidate to submit a letter, documenting that he did routinely perform the duties as prescribed for by the position for a minimum of six months. This should be presented to the Board on the night of the Review.
- Eighteenth Birthday - The completed Eagle Application through Unit Approval, must be dated on or before the candidate's 18th birthday. Once received by Council, it is reviewed for accuracy and qualification. If approved by the Council, it is then mailed to the District Advancement Chairman for scheduling of the Board of Review. This event may occur up to 3 months after the 18th birthday. No additional work may be done by the candidate to correct deficiencies after his 18th birthday.
- Eagle Board of Review - BSA Councils dictate how its Eagle Board of Review will operate. The Greater Seattle Council has empowered each District to manage their Boards. Aquila District Eagle Boards are generally comprised of four District Advancement Committee members and two Troop members. Where possible, at least three members shall be Eagle. The total duration of a Board is approximately two hours.
