Purpose - The purpose of the Eagle Board of Review is for a group of adults, representing the District and Unit, to conduct a formal critique of the Eagle candidate,including the Eagle Project, Eagle Application, participation and understanding of the scouting program and his belief in God. The Board will seek to determine the character of the candidate and if he lives by the ideals of scouting.

General Guidelines - Each Council has the authority from National to conduct Eagle Boards of Review. Greater Seattle Council vests this authority to its Districts. The format of the Aguila District Board is outlined in the document called "Eagle Board of Review Agenda". The manning of the Board is typically four district and two troop adults. The SM or ASM may attend and act as presenter but is not allowed to deliberate. Every effort is made to complete the Board in two hours.

The Aquila District requires the candidate supply the Board with a minimum of three Letters of Recommendation. These should be sent from the reference directly to the District Advancement Chair. Only upon receipt will the Board date be set. Candidates are strongly encouraged to seek out more than three references.

Questions should be phrased as open ended where the candidate must elaborate his response. The Board will probe the candidates character, seeking to understand the boy's beliefs and ideals. The Board function is not to retest the candidate on requirements and badges already earned.

The candidates Eagle Project has already been approved by the Unit and District. The Board does not have the authority to determine the validity of the project. Jurisdiction is limited to the areas listed below under Phase 2.

A unanimous decision is required for the boy to pass. There can be no doubts.

The Board - The Board will begin with introductions of all present followed by a brief review of the evening. The Candidate will then be excused as the Board interviews the parents and SM. The parents are excused and candidate is brought in and interviewed through four phases as follows:

Phase 1: Set the atmosphere of the Board. It should be formal and dignified but friendly. During this phase, help the boy to relax. Remember he is probably entering the Board as nervous as he has ever been in his life. Talk to him about school, his hobbies and interests.

Phase 2: The Scout reports on his Eagle Project. Questions during this phase should address:
  1. Did the candidate demonstrate clear leadership to others?
  2. Did he indeed direct the project with a minimum of adult involvement?
  3. Did the project follow the plan or were modifications needed to complete it?
  4. Did the project provide the service outlined in the plan?
  5. Was the work and leadership shown of significant magnitude?
Phase 3: The Scout relates his experiences gained from scouting and that he has a solid understanding of the scouting program goals and objectives. What are his beliefs and obligations to God, Country and himself? Has he incorporated the scouting ideals and his belief in God into his life? Is his character of Eagle stature?

Phase 4: This involves motivating the Scout to continue his scouting involvement. We want to encourage him to help others experience a positive Scouting Program and assist other boys progress towards Eagle. He is needed to keep the Scouting program alive and growing.
